The widely-quoted “$10M average recall” comes from a 2011 Grocery Manufacturers Association study of companies with revenues over $500M — it is not a small-business benchmark. Industry data for smaller firms is far lower: most fresh-produce companies report under $1M, and one small-business dataset puts the median near $34,000. That is why recall cost here starts at $10,000, the scenario defaults to zero events, and it is shown apart from the cost comparison.
