DSR, ikili bir uyum mimarisi üzerine kuruludur: yurt içi veri egemenliği ve mahremiyet sınırları için KVKK (6698 sayılı Kanun); AB pazarına giren ürünler için ise ESPR ve GS1 Digital Link gibi açık standartlarla AB Dijital Ürün Pasaportu (DPP). Bu ikili tasarım sayesinde bir perakendeci ya da ihracatçı, yerel Türk hukukuna uyum ile katı Avrupa ihracat standartları arasında seçim yapmak zorunda kalmaz. GS1 Türkiye (TOBB) ile tamamlayıcıdır. The core point. DSR is built on a dual-compliance architecture: KVKK (Law 6698) for domestic data sovereignty and privacy boundaries; and the EU Digital Product Passport (DPP) for goods entering the EU market, on open standards such as ESPR and GS1 Digital Link. Because of this dual design, a retailer or exporter does not have to choose between local Turkish compliance and strict European export standards. Complementary to GS1 Türkiye (TOBB).

For operations and consumer interactions inside Türkiye, it operates under KVKK (Law 6698).
A product passport is product data, not personal data; DSR collects none by default.
Shopper and scan data stay within your boundary (zero data egress).
Data is kept in Türkiye by default (a TR-resident primary path).

AB DPP Kaydı ve gümrük Tek Pencere’sine, yetki devri düzenlemeleri (delegated acts) ve kayıt API’si sonuçlandıkça bağlanacak şekilde tasarlanmıştır.

For goods entering the EU market, the passport layer is built on open standards (GS1 Digital Link) and the standardised parts of ESPR today.
It meets the unique-identifier and structured-data requirements.
It is engineered to connect to the EU DPP Registry and the customs Single Window as the delegated acts and registry API are finalised.
It is phased by product group (batteries first ~2027; textiles and others following).

DSR implements the standardised parts today and is built to connect when the API is published. Dates and obligations are roadmap indicators; verify with your own legal counsel.
